Neal Neuberger is President of Health Tech Strategies, LLC, a Virginia-based consulting firm focused on the public and private sector policy environment with regard to research, development and implementation of emerging health care technologies. Since 1998, HTS has provided technology implementation and HIPAA consulting services to government and industry. He is on the Board of the American Telemedicine Association and Chair of the Policy Committee.

Mr. Neuberger has nearly 30 years of experience in health policy, regulatory analysis, program development and communications.

Neuberger is a national expert on the Health Insurance Portability and Accountability Act of 1996, speaking frequently over the years to audiences on the security environment and emerging administrative rules with respect to the policy, legal, and business issues and opportunities facing HIPAA implementation. Mr. Neuberger is a Certified Information Systems Security Professional (CISSP).

In 2001, he received special commendation from the Director of the United States Secret Service for contributions toward rebuilding the New York Electronic Crimes Task Force following the tragic events of September 11th.

Mr. Neuberger co-founded, and continues to coordinate, the fifteen year old Capitol "Steering Committee on Telehealth and Healthcare Informatics" under the aegis of Senators Kent Conrad (D-N.D.); Mike Crapo (R-Idaho); Representatives Eric Cantor (R-VA); Rick Boucher (D-VA); Bart Gordon (D-Tenn); Phil English (R-PA) and David Wu (D-OR).

He is currently working to establish an Rural Health Information Technology Coalition to increase the visibility of these unique community needs. He recently became an major advisor to the RCHN Community Health Foundation on HIT related issues..

He was a lobbyist for the American Hospital Association; staff assistant to U.S. Representative David R. Obey (D-WI) on the Appropriations Subcommittee on Labor, Health and Human Services; worked as an aide in the Wisconsin Senate; and served as the youngest elected official in Wisconsin on the Dane County Board of Supervisors.

He is married to Mary Ella Payne and has three daughters.

He is a Marathon Runner, Masters Swimmer, Black Belt in a Classical Style of Japanese Karate and SCUBA Diver.
